I don't think there's a "wall". Graphite doesn't even require a click or a response to infect a device, if I remember another article about I read about Graphite correctly.

They have access to Clearview's database, already filled with our publicly available information & pictures filtered from the Internet and Social Media sites, to search & identify people immediately. DHS/ICE/CBP are also helping to scan & upload additional facial information of those in the area they are working in.
